The idea is you're hiring talent to create your studios. Pretty sure Samsung doesnt have any game developers atm. 

I was against creating studios from scratch. Aquisition is the only viable alternative I see.

I'd sign Square-Enix, Capcom, EA, Activision, and Ubi Soft to content deals by offering them lower licensing fees than Sony or MS. Not exclusivity deals mind you, just getting them on board, and making sure each one is throwing you 1-2 major releases.
