Actually i'd argue modest usually means mediocre. Which i'd put a step over poor.
Generaly I think PR is always one step above what the sales really are more or less.
Numbers thrown everywhere - Huge Success
Huge Success - Success
Success - Modest Sales
Modes sales - Average/Medicore
Average-Poor/below average
Below Average-huge bomb.
Huge bomb/disapointment-put some money aside to get it 75% off within a couple weeks.

1. Unassuming or moderate in the estimation of one's abilities or achievements.
2. (of an amount, rate, or level of something) Relatively moderate, limited, or small.
So using the PR is one step above reality scale and assuming moderate would be at expectations, modest would mean below expectations or less. Seeing as modest means moderate or less.
