This must be the reason why Persona 4 Golden debuted on the PreOrder Chart... Famitsu still have infuence on consumers... despite some doubtful reviews...

It appeared because other titles on the chart got released and new titles were going to enter no matter what. If Persona debuted on the chart naturally, that would imply Famitsu influence. Since we don't know the increase no real assumptions can be made.
