Yeah, it wasn't hard to find evidence from another service rep that said the opposite:

I do have another thought though. If the upgrade pack isn't just a port of a Switch 2 version, which I originally assumed, why couldn't they just put it all on a Switch 1 cart? If it's not required to have the game installed to faster memory and the upgrade pack just uses some workaround to leverage the Switch 2's hardware, what difference would it make?
The service rep here stated that the enhancements are all on the cart (didn't require a download) but also that the game works on Switch 1.

So the Switch 2 Edition will have the Switch 2 version on the cart, but can still be played on a Switch 1? If thats the case, then thats amazing.

And if you also want a wireless Pro controller for docked play (also allowing up to 3 local players in Mario Kart), you can get a compatible Switch 1 Pro controller for 35 - 50 bucks (either a new third party Pro controller or a used Nintendo original Switch 1 Pro controller).

You hadn't that option in 2017, the Wii U Pro controller wasn't compatible, so your only option was a new Nintendo Switch 1 Pro controller for $69.99

GTA 6 and other games of its ilk costs so much more to develop that this argument falls flat.

Speaking of BC, did you know they're mostly going the emulation rout? Just saw this last night. The Switch 2 doesn't have the hardware to natively play Switch 1 games, so Nintendo is having to do some sort of funky mixed thing to get the games to work.
