I wouldn't be surprised if the question that the support team member was asked was in regards to the separately available upgrade packs, because retailers will have the ability to sell upgrade packs as a standalone, which is unsurprisingly just a download code. Note how the "Does it play?" account states that there is a Switch 1 card despite the quoted response below making no mention of it.

Yeah, it wasn't hard to find evidence from another service rep that said the opposite:

The morale of the story is, these service reps don't know anything. They know what we know, and we know shit.

I do have another thought though. If the upgrade pack isn't just a port of a Switch 2 version, which I originally assumed, why couldn't they just put it all on a Switch 1 cart? If it's not required to have the game installed to faster memory and the upgrade pack just uses some workaround to leverage the Switch 2's hardware, what difference would it make?

The service rep here stated that the enhancements are all on the cart (didn't require a download) but also that the game works on Switch 1.
