1080P LCD panels are cheap as chips these days and are sometimes found in sub $100 USD tablets and phones.
Keep in mind if it's streaming-only, they can go with the absolute cheapest/worst CPU/SoC/Ram/Storage and not have any issues.

Sure if it truly is just streaming then it's internals can be extremely barebones, a snapdragon 400 series level chip for example, but at the same time we have Microsoft saying they didn't release the keystone streaming console because they couldn't get the price down to around $130 so it'd be too close in price to the Series S to warrant releasing. This would no doubt be more expensive a product than that so I don't see this launching for under $199. Which at that point is already getting into actual handheld console territory. You could just get something like the Ayn Odin for that price which supports ps5 remote play already and has the advantage of running a lot more besides just that. And of course the Switch Lite. If Sony can offer this for $149 I would be pleasantly surprised.
Handheld Console is the wrong terminology if it is what they say it is. It's a peripheral.
