WI will have a recount as that is up the loser candidate. If the margin is within 1%, the losing candidate can ask for a recount (in this case, Trump). Biden has it by 0.8% right now.
MI has no such rule, and in fact, a recount is only done automatically at the state level IF THE MARGIN WITHIN CANDIDATES IS 2,000 votes. MI had Biden up by 60,000+ in the end (or around there). So, no recount.
History facts: there was a recount of WI done in 2016 actually, it ended up adding 131 votes to Trump's lead over Hillary. I think Biden was up around 10,000 there at the end, so a recount would have to have a LOT of errors to help Trump.
