You may be the only person I've ever seen who thinks FFXV is GOTG. Personally I was majorly hyped for it ever since it was first announced as Versus 13, and was majorly let down by the finished product. I feel like Tabata totally ruined the original game that Nomura had planned. The issues I have with FFXV are numerous. I ended up giving it an 8/10 as I recall, it's not even top 30 for me this gen, maybe not even top 50 (I've played alot of good games this gen).
Like the rest of your list though. Though I haven't played Control yet because I was waiting on the next-gen update to play it, I've watched a full let's play of it and love it. Fallout 4 is on my own list. Flight Simulator looks dope as hell and I look forward to the Xbox Series port. Haven't played Vesperia DE yet, but loved the original.

I didn't let the overhype wave convince me we were going to get the Nomura product that was just vaporware anyways: they announced an engine change and then a director change, with only around four years for development. Just think of the amount of time between F3 and F4 and you'll realize the amount of resource crunch needed to develop the final product.
I liked the game because the main story felt fairly good and to me, gave closure to the FNC, as I still considered that to exist (the fact FF is apparently rebooting itself with XVI all but confirms this was the endgame of the current series). There's also the fact that Nomura's KH3 project didn't turn out to be that much better until he pulled the TWEWY card out (mad respect for having done that though).
I liked the game's characters and story, but it definitely felt like it had become a race to the end instead of an open world game with high replayability value (perhaps developing the whole gamut of modding tools would've allowed the community to breathe new life into it), but the main story was good and the only one I think of often. All other games had stories that were interesting but didn't pull me in the way XV did. Also, the horror element of ZK was amazing and I just wish that, along more cities (dumb Tabata didn't realize he could've made far more cities and locations cheaply if he put the cities in a different cell instead of placing everything on the underworld map) would've made the game extremely addictive.
I wonder myself why no RE made the list though. I think I should've added one, but it would probably be 6th.
Control is the type of game Remedy made that I can't get enough of and it reminded me of one really good reason why I'm playing it: I'm utterly hopeless with badass redheads. Like, terribly so: even my dating history checks out - redheads and blondes. It's one of the few Western games where I can safely say if there was any character creation, I wouldn't use it!
Also, if I could, I would sacrifice Patty, Flynn and the Telescopic Graveyard all for the sake of getting all the instances of Duke OST back into the castle. I definitely stand by my opinion from when I played the PS version of the game: the original, for all the missing easter eggs, was better.
Also, mentioned Code Vein at some point and if I didn't well... here's the honorable mention... because that character creator was insanely powerful. I love it.
Something I did notice is that I had a falling out with JP games. I owned a Vita which had nothing but those, but in retrospective I kind of feel I was actually cheated out of it (no wonder I smashed it with a hammer and threw it out a balcony window) and the Xbox had made me feel I actually had something to turn to even if I didn't binge as much on SP games. It led me to the conclusion that my gaming preferences are shaped by my console of choice rather than the other way around: I choose Xbox and develop a fancy for the Xbox games. If I played Sony, I developed a fancy for the games the console had. This, and the reminder that I had wanted an Xbox ever since the arrival of the original, made it clear to me that I have always been Team Green since the beginning.

Even though they already announced the reason why? The Xbox Series is coming out in weeks and the XBO is already at EOL. The PS4 was accounted for due to every dev developing for it. Simply put...
The PS4 was the master. All other versions were ports. Porting to the XBO makes no sense because no one is going to buy it anymore. They'll wait for Series X.
