I doubt it. Out of the millions of people who own guns you get 1 random that goes nuts. Happens with other weapons in countries strict gun laws.

In America there are 112.6 guns per 100 people. That's number one in the world. Second place is Serbia at 58.21 guns per 100 people. Almost half.
Canada is at 12th with 30.8 guns per 100 people, almost 4 times less.
America has a massive gun culture, more than any other country by far, it shouldn't have ever gotten to this point.

Well, if he obtained ten fully automatic rifles legally, there's a huge problem somewhere. First of all, I would be interested in considering the idea of making fully automatic weapons illegal for private ownership, period. Then there are issues with private sales and transfers not requiring a background check or the other regulations that come with purchasing certain weapons. Then there are the issues that we have with our current background checking system which involves a lot of pertinent data not being entered into the system and other flaws in the system. Then there are additional possible steps that could be taken as others have mentioned such as requiring a license or some sort of psychological evaluation before you are allowed to own a gun.
If the gun was obtained illegally, how? Was it purchased through a straw buyer and then sold on the black market? Was it purchased in a state with lax gun laws and moved elsewhere? Was it stolen and then sold on the black market? Depending on how the gun was obtained, there are often different laws which would be used to address those issues.
As for the "cop debate", the thing is, we should make efforts to hold police accountable and try to remedy the issue of police violence. No, not all cops are evil, but that doesn't mean we should just sit idly by act like the wrongful deaths caused by police are irrelevant because there are some good cops. Of course that doesn't mean we should do away with police (just as we shouldn't do away with gun ownership), but we should still seek a solution.
Disclaimer: I am not personally supporting any of the laws I stated or implied above, just making statements about how different laws address different issues.

Well, guns have been a big part of America since its inception...when your parents owned firearms and passed that culture down for generations and generations, and then eventually met with gang culture in the 70s, which in turn culminated in pop culture acceptance of personal firearms separate from the origin culture based in hunting and self-defense. It honestly seems pretty inevitable america turned out like this.

You tend to focus on the most outrageous or lethal thing when there's a lot to be concerned of. The Miami shooter was suspected of being linked to a terrorist group and was investigated twice, iirc. That can put you on a no fly list in the US, but apparently not on a no assault rifle list. I know some will go through great lengths to get these weapons if they really want them. Preventing this from ever happeing has never been the argument. But I can go on about why USA have extremely lax gun control laws for many situations, and not just in mass shootings like this. I'm not necessarily opposed to some gun control, its that once its implemented we know it will get more strict over time. So that's why some are unwilling to bend.

ISIS have claimed responsibility, stating that the shooter converted to Islam several months ago. This could just be psychological warfare against the US, but we'll know soon enough.

Like many other attacks that ISIS claim, I believe that it was an individual act that they're trying to take credit for to seem bigger than they actually are.
