First of all, Europe is not a nation. It's a continent with different countries with different laws, etc. There's only been one terror attack in my country, for example.
Secondly, it's a different thing to talk about an organised terror syndicate aiming to perform these attacks, and the occurance of these events among the "regular" population. The latter is a byproduct of your own society. The former isn't.
