Actually he seems to be both saying it's the largest, while also saying they find ways to charge people extra money more than Steam and PSN.  The first I wouldn't say is a lie, since they probably didn't know Sony's numbers.  They were trying to find a way to boast about something involving Xbox, but yet again, Sony comes with their numbers to slap them down a peg.

The second one I would say is actually a bad thing.

Is the Microsoft defense force trying to damage control this?

Even if you try to argue that Microsoft didn't know Sony's numbers or they made this statement before Sony released their numbers, how is that any better? Is lying any worse than making statements they don't know are true?

"Oh we were just refering to revenue"

That is probably a false statement and a spin also. And if Microsoft doesn't know Sony's or Steams numbers why are they making such statements?

Microsoft has a history or fabrication or bending the truth.

Aside from the history of lies, Microsoft also has the distinct history of putting out the largest "lemon" in hisotry and not facing a gov't forced recall.  No other company in history has has a product fail at a 30%-50% rate and not faced legal consequences.  The XBox 360 is a blight on manufacturing history.

Nintendo/Sony/MS should charge 5 bucks a month. It's an easy way to trick people into paying 60 bucks a year. One times fees kill me.
