Yes, absolutely, without question. They are the very definition of consoles. Handhelds are electronic apparatus with input mechanisms. Even if you wanted to go with the more modern definition of input + processing + display, they would qualify.
They are consoles, period.

As a Nintendo Fan: Yes, Sony is leading in Japan because they are earning more money. you have to think as I said previously that the revenue taken from an Handheld is like 75% of a Home Console if not even less, but this doesn't mean Handhelds aren't consoles

Pre smartphone era"console" was reserved for the home platform that plugs into a tv/monitor. But with tech advancing and products like smartphones, tablets etc also having ability to play games, it pushed handhelds under the console umbrella, due to the fact of being a gaming first device.
Handhelds = portable console.
Also since Vita can plug into a tv (not to mention vita tv), can technically be called a full fledged console.

The point is to use terms that don't lead to confusion. Using "consoles" to talk about handhelds is simply confusing because handhelds have a name of their own whereas consoles are only called consoles. There's no other accepted term for something like the PS4. It's a console. But the 3DS can be called a handheld and no one will be confused on the matter. If you want to use a term that includes both consoles and handhelds than use "hardware". It isn't a question of actual definition of the word. It's about the definition that leads to the most comprehensible use.

The Op is about handhelds not being consoles, when not even the question makes sense, of course they are, how can anybody think they are not? They do everything a console is supposed to do, they are focused on gaming, they have tons of physicall and (now) digital games just like consoles, they report huge benefits selling hardware and software for video game companies just just like the rest, they are only consoles to play on the go, nothing less, nothing more, you can say they have different prices and that jazz but homeconsoles are not priced the same neither and some handhelds have been more expensive than some homeconsoles (3DS and PSV were more expensive than GC and Wii for instance).They are consoles in all senses, maybe people is used to call console to a homeconsole and hanheld to handheld consoles, but that´s another story, that has nothing to do with the fact that they are consoles
