Pre smartphone era"console" was reserved for the home platform that plugs into a tv/monitor. But with tech advancing and products like smartphones, tablets etc also having ability to play games, it pushed handhelds under the console umbrella, due to the fact of being a gaming first device.
Handhelds = portable console.
Also since Vita can plug into a tv (not to mention vita tv), can technically be called a full fledged console.
