Every tekken unlocked content without paying. Tekken never had DLC
Gosh! I hope more devs come back to this kind of features. In the older games, unlocking new characters were part of the fun!!

They specifically said gameplay related content can be unlocked for free. Since costumes aren't gameplay related they'll definitely have some DLC costumes you can only get by paying for them.

I am looking at the positives and negatives.
They are launching SFV as a work in progress, what we're getting at launch is far from complete. 16 characters is a low for a modern SF game.
There are various reasons for revamping the DLC system. For starters, it worked well for Killer Instinct. Launching with relatively little content allows them to release the game sooner and hype future content. Also, they hope to profit from microtransactions rather than content that actually improves the gameplay experience.
Bear in mind, I'm all for what Capcom is doing with SFV. I want to play the game soon and I don't want them to rush content. This strategy allows us to play sooner and gives them time to create quality content.

Microtransactions are there and I'm sure there will be content locked behind a pay wall.

If Capcom sticks to this, and actually delivers on it, it will bring me one step closer to forgiving (not forgetting) their insane money grubbing last generation. Capcom was one of my favorite companies in the NES-PS2 eras, I hope they hold true.
Plus unlocking has always given replay value.
