The Wii U's hardware sales aren't noteworthy. Like...at all. However, there is a greener pasture on the other side, as some of its software has been selling remarkably well, especially in comparison to the amount of hardware units sold.

So, how many million sellers will the Wii U have in its entire life? And what will those titles be? Here are the current million sellers, as confirmed by Nintendo and/or other parties:

On topic: I think 17 is a reasonable quantity. 

Mario Party 10 is a guaranteed million seller. I'm sure Lego City Undercover will do it as well. Pikmin 3 I'm not so sure, just because it's pretty much dead in retail, but if we're including digital, I'm sure it will get there. I feel captain toad will barely go above 1 million as well.
I feel Xenoblade will end up around 750k or so. Yoshi's woolly world will reach a million I believe. Super Mario Maker is a guaranteed million seller. I feel star fox will barely be below 1 million.  I have no idea how amiibo festival will do but I don't have very high hopes for it.  I feel Mario Tennis should be barely above or below 1 million.  It can go either way.  Shin Megami Tensei x Fire Emblem is too niche to reach 1 million.  And if Zelda isn't cross gen, it's a guaranteed million seller, but if it is, it can go either way I think.

SMT x FE seems way too obscure of a game to get million.

I kinda doubt that Star Fox Zero and Amiibo Canc-I mean Crossing would surpass a million tbh. Star Fox Zero I have doubts because Commands and 64 3D couldn't do it, and Amiibo Festival got a looooooooot of negativity.

Pikmin 3 and Mario Party should scratch 1M

Super Mario Maker and Zelda U will definitely

Xenoblade X, SMTxFE, Yoshi and Starfox may or may not..

I'll say Mario Party 10 and Pikmin 3 are pretty certain. Captain Toad's a maybe. Of the up coming games, Star Fox, Zelda, Mario Maker, and Yoshi seem like good chance guesses. Xenoblade Chronicles X has a good shot at passing 1mil. The rest, beats me. Especially Genei Ibunroku #FE.

All the ones you listed will get 1 million at least,Star Fox and FE with the right marketing (basically promote everything that appears from Awakening for FE).

As for unnanounced stuff, maybe a traditional Kirby game, Paper Mario, ect.

Hyrule Warriors is already in the confirmed million sellers list, but you can add Bayo 2 if you want!

Pikmin 3, Lego U, and Capitan Toad will. like other games already released.
For the future released, well Zelda sure like Mario Maker and i believe SMF.
The Wii U should have 20-25 million's seller at the end.
