RPG as a classification has no setting. Pen&Paper RPGs (the games which were the inspiration for videogame RPGs) have nearly every setting: Fantasy (Dungeons&Dragons), Science Fiction (Shadowrun), Pirates(Run out the guns), Horror (World of Darkness), Mice (Mouse guard), ...
So a fantasy setting says nothing about a game being RPG or not.

I know settings are different from genre =)

Yes, thats true.

So it's not an rpg as all you do in 90% of the rpgs is combat.
You don't have to take the definition of RPG litteraly, the definition changed when it comes to games.
