Why the hell should developers cater to a platform? If a manufacturer wants to sell their hardware then they need to entice developers that target the audience they want. The responsibility ONLY lies on the Manufacturer.
As for Microsoft specifically, its way to late to try and cater to Japan and the Japan Niche abroad. The only thing they should care about is US and UK, not because they are the biggest markets, but because if they lose those, then they are right screwed.
