This. Not only that the modders can do what they have done, but better and for free so it upsets them.

Pretty much. They're mad because there are limits to how ecchi they're allowed to go in order to avoid AO ratings overseas, but modders have no such limits, and so completely undercuts their business.

Granted, some people find skimpy clothing sexier than full-on nudity (yo), so there's an appeal there, but you could also make costume packs as readily as a nude mod.

Considering its capabilities, it can be whatever it wants to be.
