The game isn't out so none of what you say makes any sense.  You're also living ina  dreamworld if you think nobody is going to mod the DLC costumes in.

The same applies to your deductions too. Actually a mod isn't illegal by itself, but only if it actually pirates contents belonging to others. And it's not all: should a mod just unlock locked contents present in the physical support regularly purchased by the user, in many countries it wouldn't be considered piracy.

Well, Team Ninja doesn't own the concept of naughty outfits and bikinis, so it's safe to say if a modder makes a bikini or cosplay outfit, TN can't complain about their DLC being copied. It may hurt their DLC sales but they shouldn't of made the game for pc if they didn't want people modding.
