60fps not possible because gamers like graphics effects more.
Sad but true. And this on a "reference" game. Others will also trade fps for effects as they don't want to look bad.

As opposed to compromises in other areas?
I'd imagine developing games is all about making concessions, you try to choose the lesser ones and strike for a balance.

I think a lot of the recent disparaging has been directed at titles that have failed to reach a steady 30fps (Unity). Which is a far bigger difference in terms of the effect it has on the overall performance of the game.

ok so Sony gamers kept trashtalking Nintendo/Microsoft for their power and how they would get 1080p/60fps and now 30fps doesn't matter for the 'cinematic experience'?
Nothing new here :)
If Sony hadn't just been loud at last year e3 about the "realtime" trailer being 60fps, this talk would not happen. So I guess they are somewhat to blame for this now.
And "aiming" for 60fps would require the game being comfortably above 60fps for it being locked and not fluctuating. I doubt this will happen when they are currently in 37 fps.

So, i dont get it. How is it that a game like Bayonetta 2 is on the Wii U has amazing graphics and 60fps and these oh so powerful next-gen systems can't handle it?
Seriously, can you guys even tell the difference between 1080p and 900p? Cause i cant unless the image is zoomed in. FPS on the other hand, is impossible to not feel on the fluidity and responsiveness of the game.
I keep hearing that the game loses stuff on screen to go for a higher fps, but the truth is quite the oposite. You gain twice as much frames. You gain fluidity of movements and awesome gameplay. How can that not be better than a dumb particle effect or mobs of NPC's with pointless AI cluttering the screen ala Ac Unity? UC has everything to be 60fps. It isnt an open world. Theres no excuse.

Bayonetta 2 has 60fps graphics with assets barely more advanced than what was seen on the 7th gen.
The rest of your comment shows that you have no idea how games are developed, so I'd rather not waste time on providing examples when I know I will be greeted with more bad faith and excuses.
Now, how will you react when they announce that Zelda U will have a locked 30fps frame rate? Will you shit on Nintendo in the same manner?
I know you won't. But until then, I fully expect you to pretend you'll act the same.
This is concerning for people like me that wanted a more pronounced difference in performance in the current gen consoles.
Still I think Sony really needs to unlock another cpu core and more ram for devs to make use of, since it should be possible with such a streamlined os already in place.
