Brazilian here.
People here don't like to assume that but I think that because of Sony's easily-hacked PS1 and PS2, they got a great fidelization here in Brazil. You sum the lack of third support on Nintendo, so... No FIFA on Nintendo is a big minus for brazilians.
I really don't believe it is because of sales taxes besides its being really high.
On the matter of localization, Sony has rights over some dub houses here, so they can easily dub its games. Also, Microsoft as a tech company has a big office here, not counting its own XOne factory, so they can easily support their games and sell them really cheap.
I guess that if the market continues like it is right now (no hacks, that's what I'm saying), the XOne will get more attention here, PS4 will be close and Nintendo will fade.
