Really? Because it doesnt work like that if you buy it in different european countries. The voucher only works on the shop of the country you buy it on.

Nah I think he means that people use the America PS Store all over the world and instead of needing an American credit card, they buy these PSN cards all year round. So these aren't solely being bought by US people.
I do have an American PSN account but never bought a PSN card

If you get a Us psn card on amazon, do they send you a code by email ? If so, it's good and everyone can buy it, even EU.

So you cannot purchase this with a billing address outside of the US. The comments above about the PSN cards being on top because of people outside the US are unsubstantiated and false by virtue of the terms on Amazon.
Of couse, objective reality has many detractors.
