Most emulators support bluetooth gamepads (f.e. PS3 controllers), both on iOS and on Android. You need a jailbreak on iOS to get access to emulators and to set up a PS3 controller as MFi controller, but most Android devices also need root to connect a wireless gamepad... so not much difference between the two.

I would say iOS because of less fragmentation and Apple's GameCenter. Androids have emulators though and that is a big plus.
In terms of performance Nvidia Shield Tablet is the current king, so... yeah. Not to mention you can connect it with HDMI and play it like a console, play PC games remotely, etc..
