2nd in lifetime sales, but 3rd in current sales.
To attract 3rd parties I think Wii U would need to start selling (and sustaining) 2 to 3 times current sales.

We can always end up right or wrong, but logic and sense > guessing and wishing.

Of course your going to get that rush from newer hardware, but it's dropping. Look at PS4 in Japan or XOne in Europe.
nooooooooo and even if it it, it be short lived. Look at 3DS its slowing too.

XB1 sales are artificially down due to pricing f'ups, which should clear up next month. Still XB1 is not even close as bad situation as Wii U because it still maintains all developer's support.

The WiiU is already past pulling a 3DS. It'll still get great games which is all that matters.

And Nintendo has money and no longer selling hardware at a lost.
Its fate has been sealed and Nintendo seems to be happy with that.

So did the wii U |
No, it didn't.
OT: Unfortunately, it's not an apples to apples comparison with the 3DS situation, which had some breathing room for a drastic price drop and little threat from direct competition. WiiU doesn't have those luxuries.
It's safe to assume that WiiU will do much better going forward after Mario Kart and more games hit, and I have little doubt that it will maintain its lead in Japan for quite a while, but it's almost certainly going to take the game-changing software you mentioned - something new and different like Wii Sports and Brain Age were upon their release (and, preferrably, something Gamepad-centric) - to allow for a full-blown turnaround.

And what's the significance of that with respect to improving sales?
