I know but ps+ had 2 free ps4 games when the ps4 first launched but it has been one game a month since.

Well you gotta follow the leader. Just about everything they've done ended up in mediocrity compared to what the PS4 has done. So that's good.

It is the right decision. I have used the Kinect less than 20 times on my XB1. Using the controller for navigation is way better. It shouldn't be required.

My guess is that MS anticipated some negative reception of the news by a restricted section of their clients (like some early adopters who expressed frustration earlier in the topic) and didn't want to make it an even bigger slap in the face by lowering the price. They should definitely do it a few months after though, 400 is still too much.
