Simple enough aint it, if they them self's had any believe a 3rd party games selling well and being profitable they could go 50/50 and if it sales they would get their money back.

3rd party is no longer an option, they've mostly left since the launch of The U. Nintendo must make more genres that will attract a wider audience, but with development time/costs and all that would miss the Wii U. Higher sales MIGHT bring back some support.

Answering your original question. It's just not worth the time. You need a team and several months of time to get a port done. For the big publishers it's not good enough to break even or even make some tiny profit. They get far more money in the long run by letting that team work with others on a bigger project, so that this project gets better and/or finished earlier.
The way WiiU could gain more third party games is similar to what MS and Sony are doing here and there. If the publishers don't think its worth it, pay them a certain amount or go to the devs (if they own the IP) and be their publisher by paying for the dev costs, distribution and marketing. That's how the WiiU got LEGO City Undercover, Sonic The Lost World, Sonic Boom, The Wonderful 101 and Bayonetta 2.

Talk to all the 3rd parties EXCEPT EA as they are part of the reason the Wii U is were is now with their unprecedented support and praises of how powerful and great the Wii U hardware is.
Well wii u owners should buy watchdogs, project cars and sonic boom. Plus when mk8 drops hopefully a a fair few will buy ac4 and some lego games too. I expect a fairly biggish growth in software through june july for wii u
