I submit that the more reasonable interpretation is that a Wii U game takes more time, money, and manpower than a 3DS game, and that the 3DS game is likely to be completed before its console counterpart. I further submit that Nintendo's history demonstrates that Tropical Freeze is more the exception than the rule, and that the vast majority of delays in releasing titles* is caused by the need for more time rather than calendaring purposes.
In short, unless there's evidence to the contrary, the Wii U game is probably not done cooking yet. The surprise here is that the 3DS version apparently is.
*Which is distinct from localizing them
