The problem with Kitase's mentality and those in charge of Square Enix is how they progress through a story.
FF13 took so long to develop partly because of the 6 hours of cutscenes developed for the game. That mean they had to motion capture and render 6 hours of cutscenes and record 6 hours worth of voice content, in different languages.
If FF7 was to be done this way, it would take 20 hours of cutscenes. FF13 itself probabaly has 10 hours of cutscenes in total, only thats spread over 3 games; hence why the story content is without real substance over the 3 games.
However, this is why Kitase and Square Enix are out of touch with how to make games for consoles these days.
You don't need hours upon hours of cutscenes to tell a story. If you look at games like Bioshock Infinte or The Last of Us; there exits better story tellling content than FF13 ever had, and with less time spent on cutscenes. Thats because a lot of story telling can take place outside of cutscenes.
Kitase and Square Enix don't understand that, because they are really not good at what they do. Hence why they think FF7 would take much longer to develop. I bet if you dwindled FF7 down into about 3 hours of cutscenes and allowed the story to be told through other gameplay based mechanics it would take a lot less time to develop, and would actually result in a much better game. In the same way interactive story elements were so well done in games like The Last of Us or Bioshock Infinite.
Kitase dosen't get it though, thats why the FF13 series has been pretty sub-par, and thats why I don't want them to remake anything until they learn how to do their jobs properly.
