It doesn't work like that dude. There is no tech for mixing a game running locally with a server streaming video.
Xbox Live cloud is not much different than the hosting that Sony and other publishers use. The only difference is MS pays for it with Xbox Live Subscriptions.

You are comparing streaming a game to being able to process graphics with cloud technology. They are not adding anything to the graphics with PS Now. It will be the same game just not played locally from a disc or HDD. Plus streaming a game plus adding better graphics on top of that with da cloud would likely require a pretty fucking fast internet connection. just being a good internet connection likely won't cut it for a while. Is it even possible to stream a game while adding better graphics with cloud? Disregard the strikethrough. I misread a part of the post, but it's still not a good comparison at all.
Though cloud is gonna become a big part of technology, let's not act like it's anywhere near making up a ~40% power difference. I don't even see cloud being very beneficial to graphical effects for another decade.
Xbox one with last of us graphicz? In your dreams. Only if cloud works. If it does much visual, such pixel.

The two simply aren't comparable. Two different uses of server side technology.
PS Now = Netflix of video games.
MS Cloud = Supposedly an extra processor in da clowd.
Latency and bandwidth hurt both but more so what MS is attempting to convince us they can do.

Microsoft's power of the cloud is stating that they'll enhance the game itself, not stream the whole game to you. Streaming video content is one thing, streaming uncompressed textures and other stuff is not going to be possible on the cloud.
If streaming video is the power of the cloud then OnLive is better than Xbox One.
