I highly believe it will be the best year of Vita. But won't sell as well as 3ds of course, Captain Obvious!

Only if the topic of discussion is about results in a calendar year.

It's not like I was trying to disparage the PSP by referring to that "less than 2 million a year" thing - I was just pointing out how expectations of 4-4.5 million in 2014 for the PSV don't make sense.

Because, you know, CONTEXT.

You're absolutely right in every point you raised, but i'm partially sure, that if PS4 succeded to seduce Japanese gamers, and once it'll get some of the major titles as KH III or FF, Hardcore gamers would like to get a vita even if as an expensive accessory, in order to get to play anywhere. It is an awesome feature and may turn into a strong selling one.
About the 3DS nothing can be said, 3DS with or without Software would still sell, but it just seems odd how it is down YoY though it got plenty of biggest sellers this year, Pokemon, Luigi's Mansion, Tomodachi and MH4. And if it sells same as last two years, it would top the DS. That's why it is slowing down.

But at the end, i might be totally wrong, but I'd still say that Vita will be up next year, and 3DS down, will they meet halfway ? Possible ?

Yes, with Sony doing everything right it would be possible. Not easy, because it would need Ninty to do many things wrong at the same time. To make it easier, Ninty should make Reggie chief of Ninty Japan instead of America, and let him troll Japanese gamers full steam denying them games (even ready ones), I don't think they'd forgive him as easily as American Ninty fans do. 
BTW, Sony should really underline more often and louder that PSV is region-free, the only sensible choice for a portable. This wouldn't help much in Japan, but it could in the rest of the world.

dont count on it. nintendo owns the holidays (Q4) and on top of that Vita big games known so far are coming March-May next year.

Keep in mind nintendo is very tight lip about everything meaning they dont announce some big games intill its almost released. examples are PokemonXY/M+L RPG/LoZ WW HD/NSLU/LoZ ALBW Were just mentioned this year. Also kirby was just announced 2 months ago and is coming out there in 2 weeks.

Mypoint is we dont kno wen nintendo will announce a game and theres a chance it'll release within 3-6 months!

But will they have a line up to match this years? Correct me if im wrong but the 3DS year on year sales are down in japan despite having the 2 biggest franchises in japan as exclusives in lead up to the holiday, not to mention zelda. Nintendo could very well pull out a great 2014 line up but it appears as if theyre reaching a saturation point with the 3DS and the only way is down.  For me its a less a case of what nintendo are going to do and more of what are sony going to do. There is no reason why the PSvita cant sell PSP numbers once it reaches its peak, its just a case of whether it reaches it next year or in 2015.

The 3DS might be down compare to other years but its still the top selling system out there, I think its video game industry that is selling less in general right now.

If Digimon is what is considered a big title for Vita and is being hailed as one of the catalysts for Vita potentially outselling 3DS in Japan, I seriously must consider the future of the console in most dubious means.
