Grim Fandango
System Shock
Planescape Torment
Red Dead Redemption

Panzer Dragoon saga has such a magical way of telling it's story of this creatures, dragons, that crushed empires and leveled lands. You constantly get insight into this ancient world of Meccania, the empire, biocreatures and dragons without getting the full story.
In my opinion I would say, Alan Wake and Braid of the current gen.
With Lume, with no words have you, and Adventures of Monkey Island for late 80 early 90's games. And Star Command 2 the best of the early 90s.

Gabriel Knight 3 by a mile. The story is so awesome, no game has ever managed to blow me away like this one and it is only thanks to the story. Incredible game.
Wii U is a GCN 2 - I called it months before the release!
My Vita to-buy list: The Walking Dead, Persona 4 Golden, Need for Speed: Most Wanted, TearAway, Ys: Memories of Celceta, Muramasa: The Demon Blade, History: Legends of War, FIFA 13, Final Fantasy HD X, X-2, Worms Revolution Extreme, The Amazing Spiderman, Batman: Arkham Origins Blackgate - too many no-gaemz :/
My consoles: PS2 Slim, PS3 Slim 320 GB, PSV 32 GB, Wii, DSi.

I disagree with both points.
I like it when a game can make you feel its emotion without having to rely on cutscenes to hook you. Like when MGS1 wouldn't let you kill Grey Fox or the ending of Braid where everything got flipped but still made perfect sense. The best? I guess, off the top of my head, I'll say:
Story: The Walking Dead
Storytelling: Super Metroid
Final Fantasy XIII
Yes, I know, I suck, the game is bad, blah blah blah. :P
Also Heavy Rain!
Yeah, I suck even more....
