"When I saw reports of Sony having a million or 1.5 million pre-orders for the PS4, I didn’t even think twice about it. We’re not disclosing pre-order numbers at the moment for accounting reasons but I know for a fact we have just as many. Don’t be bogged by published statistics. At the end of all this, what matters is the games you want to play."
Quickly evades the topic and moves it on to games, seems believable. I wonder what his definition of "just as many" is.

He didn't avoid the topic? He answered it and then, shock horror, moved on to talking about games. As a game dev. Incredible.
He is unlikely to be lying, he may be mistaken. But he didn't avoid anything.

The problem simply is: Why would an anonymous developer do the pr work for MS? NDAs work in both ways. Developers cannot openly talk about what they saw inside MS, neither can MS spill internal data to a (random?) developer. A dew days ago there was much talk on another forum where an MS pr guy asked about "what resolutions/frame rates are games" and got more or less ridiculed for asking. Even if the guy worked next door to the MS department that keeps track of all their software, they would not be allowed to tell him that. So there is almost zero probability any developer knows about MS internal preorder numbers.
Let's not forget there also is an internal problem within MS themselves.:The shareholder group who essentially wants to sell the games group. If MS gets outperformed by Sony on its home turfs (NA and GB), their game group ccould be toast. Hence the reason why MS absolutely shifts their majority of boxes into these two areas and forgets about the rest of the world. I don't think the total number of consoles both companies throw into the ring are significantly different, they probably started mass manufacturing within 1-3 weeks of each other.
