In MS case its all of them
SaaS - Software as a service. This is where Orleans come into play. Its a development platform for creating distributed applications that can be replicated amoung thousand of servers. Developers can have code stored within MS cloud. Client machine request data can be as simple as executing a method which calls to the cloud to process data. Cloud uses thousands of servers to process data and sends it back to client machine. Since MS hs 300,000 Servers around the world, the closes server sends the results back to the client thus reducing lag. Also MS provide storage and other Software like SQL.
PaaS Platform as a Service. Basically a bunch of VMs and hypervisors that business can use to run their software. Think of this as dedicated servers that MS can spin up for Titanfall or COD or any developer making games on the X1.
IaaS - Infrastructure as a service. Orleans play into this one as well since its an infrastructure and development environment to hosted solutions.
So if you are thinking about a total cloud solution then MS covers everything within Azure and Orleans. Its something they have been actually building towards and have put in a lot of investment. This is one of the reason Sony just cannot do at a flick of a switch because the investment in software and hardware is no small change. At Some point Sony will have their own infrastructure but this is not something that can be done within a few months, it will probably take 2 to 3 years unless they can purchase themselves there.
