it all depends on developers past history. looking at rockstar for example they just make amazing fucking games so gtaV will be amazing no matter what. will it be the best GTA no one fucking knows

Like most have said, there isn't anyway to know for sure if it will be good, let alone the best in the series. I believe that you can have an idea if a game will be good based on the track record of said developer, or from gaming journalist previews, otherwise you can never be too sure until you play it yourself, so many games that seemed good and that the developers said would be good, turned out to be really bad games( Lair, Red Steel, Haze and Too Human come to mind, there are many more as well).
