Looney Tunes, argument over. The historical impact of that alone in animation trumps anything out of Japan then or now.

Flintstones, Jetsons, He-Man, The Simpsons, Family Guy, GIJoe, Transformers, all the various Looney Tunes characters (Bugs Bunny, Tweety, Daffy Duck, Elmer Fudd, Porky Pig) Tiny Toons Adventures, Tom and Jerry, Teenage Mutant Ninja Turtles, Ghostbusters, Micky Mouse, Popeye, Betty Boop, X-Men, Spider-Man, Superman, Batman Animated Series, Pirates of Dark Water, Droopy, Scooby Doo, Felix the Cat, Woody Woodpecker, Inspector Gadget, Yogi Bear, Ren and Stimpy, Smurfs, Jonny Quest, Donald Duck, Wacky Races, Ducktales, Gargoyles, Chip and Dale, Winnie the Pooh, Thundercats, Spongebob, Garfield, Aqua Teen Hunger Force, King of the Hill, Beavis and Butthead, South Park. Damn, that's just a a primer, how influential are all these cartoons.

Not to mention Disney animated movies from Snow White up to Lion King!

Japan. No contest.
Most of the great western cartoons are getting old now, and the 'new' cartoons are goddam awful. (With the exception of Adventure Time of course)

Anime from Japan has always been so much more than cartoons,
Strong story telling as well as over the top ridiculous humour

Most votes to america are obviously americans, while the rest of the world votes Japan, only nationalism can justifiy this, because there is no contest really, Japan is the winner.

Ya know, its like Disney and Ghibli: both have extreme talent and followers. However!, besides Avatar: The Last Airbender, Japan has us beat by interesting "cartoon" standards... but then there is Spongebob too but even that is loosing charm with every episode. I favor JP cartoons though. Can't go wrong with Dragonball Z, Pokemon, Yugioh, Sailor Moon, Kiba, Inuyasha, Rave Master, Bleach, Naruto, just to name a few. But I can see valid reasonings for either side.
