How did they spend so much and its the controller that's the most like its predessor.

Ms just loves to throw out how much cash they spent on stuff. Like it matters.They remind me of those kids in high school that paid way to much for shoes and used the price to declare they are better than yours.
$100 million and they couldn't find a way to include rechargeable batteries for $60...

Maybe that's part of the cost? 
100million in 2.5 years seems reasonable to me. Thats just 1 dollars development cost per controller or even less. Money well spent imo.
