PXZ is popular for a few reasons, but it's not very good. It's not broken or unplayable, there's simply nothing remarkable about it. I wouldn't score it higher than a 6/10. Ostensibly it's a strategy RPG, but there's really no strategy to it. Leveling up characters also seems pretty meaningless, so you can disregard the RPG bit, as well. It would have worked nicely as a side-scrolling beat-em-up.
Really the only appeal of the game is... the same as the appeal of the Subspace Emmisary -- "look at all these characters we put in a room together; aren't you happy to see real Dante again??" The characters' personalities get to come through with some clever dialogue, but overall the story is about as good as the one in Brawl -- really just an excuse plot.
So the story and gameplay are bad, while the sprites, music, and sometimes the dialogue are good. This is actually a textbook case of high production values, poor content... good graphics, bad gameplay. Fire Emblem: Awakening delivers on the gameplay and writing PXZ promised, and the fact that Fire Emblem just came out a few months before only magnifies X Zone's failures.
So, I thought it was mediocre, and my friends (several of whom were more intersted in the game than I was) agreed. Some may like it. But I don't think it deserves a spot on a list of the best 3DS games. You should take more than one opinion into account, though, especially if you haven't played the game yourself.

I'm not a fan of strategy games. I like mostly adventure and action games. I'll consider RPGs, but those tend to take a long time (a luxury I don't have) I played AC: Wild World on Wii... long story short I don't think those games are my style. Not a big fan of simulation Sorry for being so picky ;)

I recommend Luigi's Mansion Dark Moon, KH DDD is a really goo adventure/rpg game, but you might be a little lost on the story without playing any of the other KH games, but if your getting it just for the gameplay then I recommend it. Also if you really like adventure games get Orarina of Time, even if you played the N64 version I'd still pick this one up because they completely reworked the visuals and it looks really good.

Well I'm obviously not gonna get every game on there, there are some that I'm missing, but I'm trying to get some of the bests. Also people keep pointing out good games that I'm missing so you can check back and there will probably be more games on the list.

I am loving all the JRPG support the 3DS is getting, hope it stays this strong.

You forgot Shinobi, Sonic Generations, Ace Combat: AHL, Castlevania LoS: MoF, Dead or Alive Dimensions, Tekken 3D, Pilotwings Resort, Ghost Recon: Shadow Wars, Nano Assault, Brain Age 3D, BlazBlue CS II, Cave Story 3D, Samurai Warriors Chronicles... Man, there are so many games that's hard to put them all on a list. Great job anyway, you mentioned some of the best 3DS games out there.
