I mean no one thought it was weird where one site claimed Phil Harrison couldn't talk about details of how the used game system would work and another site claimed he gave prices and details?

in that quote he was referring to:

But that doesn't mean used games are dead. In fact, Harrison told us, you'll be able to sell your Xbox One games online.

"We will have a solution—we’re not talking about it today—for you to be able to trade your previously-played games online," Harrison said."

So what is it then??

install the game put in a code game is tied to that system.

bring disk to frineds house and dont install the game play

if frined wants to install the game then they have to pay a fee.  so if the game is a new game then they pay full pirce if its not then its probably what ever retail price is

you may take it to your friends house, and not install it; but if you do so you would just watch the black box in front of you, and nothing more; because if the game is not installed, it can not be played.

which is a rumor and has not been confirmed that there are manditory installs

It is not a rumor, the console does not plays the game from the disk, it requires instalation.

I think that both MS and Sony will have the used game fees by the time all the information is revealed, which would explain a lot of 3rd parties are jumping on board and giving the cold shoulder to Nintendo, because publishers have been complaining about used games cutting into their sales all generation.

I also think that both MS and Sony will have similar online services and charge for them as well. I think Sony saw how much money was generated from Xbox Live and are going to adopt a similar approach, and PS+ was a testing ground to see if it would fly.

EDIT: Also Sony seems to have the same rumors flying around, but apparently they go by practically unnoticed.

Eurogamer asked Shuhei Yoshida, head of Sony’s worldwide game development studios, if used games would function on PS4. At this, Eurogamer reports that he has to turn to the public relations specialist sitting in on the interview and ask what the official answer was. Following a brief consultation, he said, “Used games can play on PS4.”

They can? That’s a little different than “they will always, without an extra fee.” Nonetheless, many outlets reported this as closing the case for good. But then Game Informer wrote to Sony for a follow-up, and an unnamed spokesperson said this: “We are just now announcing the basic vision and strategy of PS4 and will have more information to share regarding used games later this year. But PlayStation has a long history of keeping its gamers happy and we won’t make decisions that damage our relationship with them.”

Vice President of Microsoft got the info wrong?

Yeah, no, hahahaha. http://www.eurogamer.net/articles/2013-05-21-xbox-one-second-hand-games-will-charge-a-fee-to-play

Don't expect the customer service department (that runs twitter) to be the most up-to-date on this info.

There IS a fee. =) Harrison confirmed.

Doesn't really matter about used games not working, zero BC means any and all games on demand bought on a 360 stay on that system? fair enough so will I in terms of Microsoft consoles.

I don't think that BC is a huge issue toward the end of a gen, but early gen I believe its very critical in persuading  consumers to jump to the next generation.

How much they use BC is a different story, but it is probably one of the best selling tools to transition people into the next generation.

but this certainly cannot be correct, lets say if you ask me can i borrow xyz game for a few days and i hand it over, then you have to pay a full fee to play it?

...not much time to post anymore, used to be awesome on here really good fond memories from VGchartz...

PSN: Skeeuk - XBL: SkeeUK - PC: Skeeuk

really miss the VGCHARTZ of 2008 - 2013...

I want to believe this, but Harrison statement is waaay bigger than some support twitter account. But I guess we just have to wait and see.

they refrence the wired artcile about the manditory install http://www.wired.com/gamelife/2013/05/xbox-one-analysis/  which never actually says there are manditory installs they imply due to the way it is worded but since there was already an error it could very well be wrong

meh, it's a pretty big deal to me considering I've got a fairly large number of xbox360 games and a lot of games on demand games but still I think after my last dealing with MS in terms of customer support it will literally be just that.
