Then you probably took the "handicapable" perk somewhere down the line, which caps certain stats at 8 and lowers the max by 5, meanining you only have 35 to work with. In compensation, however, you get +5 sympathy points in all future conversations and compatibility with the wheel-warchariot vehicle.

Two things; are blind people in wheelchairs? And will they be able to read your post and thus take offense?
