I can't say I'm surprised by the lack of 3rd party games for the Wii U at VGAs. Like many of already said, these games have been in development for several years now. Many of these developers had already invested into a PS3/360 combo long before the Wii U's release. When you say developers don't care about the Wii U, there is some truth to that statement. You correct in that developers don't care enough about the Wii U to add it in, mid-development. But for newer games which have recently started development, I think we'll see a much greater portion of games released for the console. Not to mention the fact that the games you listed have decent chance of being ported to the Wii U later.
But at the same time, I won't pretend that this isn't a negative sign for the console. Nintendo has stated that they are serious about targetting third parties and 'hardcore' gamers. If that's true, then it's a bad sign when so many big games will miss your console. Sure, it may get late ports, but if they want to be competitive with Sony and Microsoft in the 3rd party development, they're going to need same-day releases eventually. For big games announced for 2013 so far, the Wii U will either be ignored completely, it'll get late ports, or there's going to be a lot of surprise Wii U announcements just before release. I hope, for Nintendo's sake, it's the later. If not, it's going to be a pretty weak 2013 for Wii U in terms of 3rd parties.
I don't know what to expect at this point (I don't even know if developers know what they're going to do). If these 2013 games don't release for the Wii U, or are late ports, then the Wii U's first year won't be very successful at accomplishing Nintendo's goal of attracting 3rd parties and 'hardcore' gamers. This sort of trend cannot continue into later years into the console's life. In no way is 2013 (or what it looks like so far) an acceptable model for 3rd party support. It's clear that there needs to be some change. Will that happen? I don't know.
Ultimately, I think the Wii U's 3rd party support is going to depend on the developer's ability to make games too strong for the system. If developers are able to make games too strong for the Wii U with ease, then I see many of them releasing games mainly for the PS4/720, while treating the Wii U like a secondary console (similar to this generation). If most 3rd party games cannot efficiently produce games of such power, then I don't think the Wii U will have a problem getting consistent same-day releases. At this point, I don't know what's going to happen.
