This is generally my impression too. WiiU isn't powerful enough to compete with 720/PS4 (probably) and isn't a true tablet so it won't get help from those developers either. Even big companies like EA/Ubisoft etc are focusing more and more on tablets/smartphones and as devices like Anchros, WikiPad and Ouya hit the market, that will only increase.
WiiU is off on it's own. Wii was too but it got away with it because it scooped up the entire casual market. But now the casual market is into smartphone/tablets and the core is still with MS/Sony. So Nintendo has a very hard fight on either side and a relatively weak position on both.
I don't see developers from either side (outside of Japan) paying it much attention. Unless it becomes a massive success, then it'll get some, like Wii did. Which isn't saying much.
