I always assumed it was just to do with the time-frame for these type of games. Haven't GTA V and Bioshock Infinite been in development since at least 2010, if not 2009? So depending on when Nintendo approached them to try and get the games released on Wii-U, it may well have been too late to contemplate starting development for a third system. Especially in Bioshock's case, I wouldn't have thought their team would have had the resources.
It sucks for those people who don't own a PS360, but I wouldn't worry yet. If by this time next year if big games are still being missed out on, then it may be time to start asking questions!
