To jump with the default key assignment yes, you have to move your right thumb off the analogue stick to press triangle. Or you can assign jump to clicking the analogue stick. Your index finger is always on the right hand triggers for spells or shout.
Timing and aiming spells is pretty precise in Skyrim. Saying a word or making a gesture would not work with how the game works currently. 1 pixel off or a fraction too late and your spell might hit a nearby object instead of the enemy.
