Time and time again, you people fail to pay attention to history. What has Nintendo been known to do with titles when the game's medium fits into multiple devices?

Gold/silver were GameBoy Color titles, but they were playable on the original GameBoy, making them "technically" GB titles as well.

It's not impossible, and entirely probable, that Nintendo will repeat that performance with the 5th gen.

The GBC wasn't considered a "new system" by Nitendo. It was considered part of the Game Boy line. The DS, DSLite, iDS, and iDSXL are all part of the DS line. Nintendo consideres the 3DS a new system.

obviously this doesn't have to stop Nintendo from doing what they did before, it just feels different. As killeryoshis suggested, maybe they will release the game twice, once for each system.

Gaming on: PS4, PC, 3DS. Got a Switch! Mainly to play Smash

IF Nintendo decide to release the game for both DS and 3DS, then that may mean 3DS isn't as powerful as recent speculation has led us to believe. After all, it doesn't really make sense to release a 2D SNES-like DS game like Pokémon as a launch title for a new system that might (apparently) be about as powerful as a GameCube.
Wouldn't really be a wise thing to do, if you want to show off the new system's power and features.

And if it's basically the same game, but with added 3D effects on 3DS, that'd be kind of meh, and wouldn't really offer much incentive to buy a whole new system, I'd think.
Personally, I highly doubt this will be a 3DS launch title, but we'll have to wait and see I guess. You never know with Ninty.

Maybe they will make a version for the DS and the other for the 3DS and the third one will be 3DS exclusive.

If it's going to revealed as soon as mid April I don't see it being on 3DS, as much as I'd like it to. I doubt Nintendo would want to reveal any 3DS games until E3, when they can really blow all their load at once.

Well, Heart Gold and Soul Silver use the allow use of the touch screen way more than Diamond/Pearl did.

These new pokemon are going to look fucking stupid. They stopped being cool after Gen 2. Since then all of the pokemon have just looked plain stupid.
