Those are just shipped numbers. It looks like SE overshipped the game which is of course still great for them as they get money from shipped games.

Actually, I think they overshipped just like Namco did with Tekken 6.
This game will have awful legs because its a Jrpg, good games are coming out in the next time and it looks like many people dislike it

ding ding ding. We have a winner.

FF13 greatly benefits from being on 2 consoles so they can have more shelf space than normal. Doesn't mean its selling faster... I mean... fuck... It sold pretty poorly in Japan compared to others.
