Run away from him.

When he gets close to the blue resin stuff, shoot it.

If you don't mind doing it cheaply, you can just hang on to the ledge of the platform in the middle of the room and keep monkeying around so that he can't shoot you too much. Like so:

Run the same path over and over and shoot the blue resin keep repeating until he's done. If I remember correctly 6 shots of resin take him out. It takes a few times but if you map out your path and follow it you should beat him.
