Of course. That's why games like Mass Effect: Andromeda and Red Dead Redemption 2 aren't coming to the Switch. That's why Overwatch's dev team is doubtful they can even port an existing PS4 game to the Switch, because the Switch is even easier to develop for than the PS4. That makes perfect sense.

No, what counts for RDR2, ME:A and OW is the number of customers that buy games of these sorts.Traditionally gamers on Nintendo have different tastes than gamers on PS or XB. So gritty shooters do worse, colorful platformers do better on Nintendo. They all watch how this turns out for the Switch, but if it goes the usual way RDR2, ME:A and OW will not come to Switch. Even if it would be 100times as powerful as the other consoles.
