Thats not at all how mods work for Skyrim or any Bethesda game since 2003.  They cannot be used to pirate the game or otherwise do illegal things.  

I don't know. If they are only new texture-sets, polygons and stuff it will be difficult. But in most cases I know Mods as executed code. And that may be executed in a sandbox, but can more easily be a portal for an exploit, as if only signed code is executed.
