2018 if they want its HW power to be competitive (not necessarily equal, but not too far behind, either) with other 9th gen consoles, and to make it still both profitable and affordable from the start.
2017 or at least not earlier than October-November 2016 if they prefer a longer head start, sacrificing performances as 9th gen, but still outperforming 8th gen and to be profitable and affordable from the start anyway.
Earlier than mid-Autumn 2016 if they want to fail.

If Nintendo is smart they will not try to make it very powerful, they need to make it 200-250$ Day 1

He also said in an interview "our next home console, codenamed NX". But I can't find that quote right now. NX is their next home console and the fact that we haven't seen Retro's next game and Zelda has been delayed to 2016 are additional signs that point to it being a home console. Stop putting your fingers in you ears and shout "lalala!" Just listen to what Nintendo says.
