Just create a "Stupid" OP/thread, once a person has made 3 stupid post they would be sentenced to post only in the "stupid" thread for 2 days, 2nd time 4 days ect. Similar to wearing a dunce hat or being sent to the corner in kindergarten

Stupid is the fuel of the internet- so you would not want to get rid of it but harness it
